WHERE DID NIGERIA COME INTO THIS MATTER?

After two years of struggling to adopt a child, a gay couple has given up hope. Mathew Broadway-Hornoer 42 and Pradeep De Silva,39, giving reasons for the refusal, said that the Authority stated amongst other reasons, that the gay couple did not know enough about Roma or NIGERIA culture. The question here is , why did Nigeria come into this matter that it will be one of their ground of refusal? Were the gay couple trying to adopt a Nigerian child?
