AUSTIN, Texas (AP) — A late-night phone call to police about a crying child led to the discovery of eight children unsupervised at a San Antonio home, including a 2-year-old boy chained in the backyard and a 3-year-old girl tied to a door with a dog leash, authorities said Friday.
The mother of six children found inside, who returned after authorities arrived at the home, was charged with two felony counts. Prosecutors said officials were searching for the parents of the toddlers restrained outside, who authorities believe are siblings.
"I would describe it as disgusting," Bexar County District Attorney Nicholas LaHood said of the scene. "It shocks your conscience when you think what kind of individual could treat children, who in my opinion are gifts from God, like this."
One of the toddlers found outside had a metal chain strapped to his ankle with the other end of the chain fixed to the ground, said Bexar County Sheriff's Office spokesman James Keith. "It was the same kind of setup you would use for a dog," he said.
Two of the children, including one with a broken arm, remained hospitalized more than 12 hours after deputies first arrived to the house. The other six were placed in foster care. Officials were concerned that all the children may be malnourished, said Patrick Crimmins, a spokesman for the Texas Department of Family and Protective Services.
The five girls and three boys were between the ages of 10 months and 10 years old, Crimmins said.
Porucha Phillips, 34, was charged with two counts of injury to a child by omission. Her bond was set at $75,000 on each charge, according to the website of the Bexar County Magistrate. It was not clear if she had an attorney and The Associated Press couldn't find working phone numbers for family members.
Authorities said Phillips is the mother of the six children found inside. Keith said the father had been working and showed up after deputies arrived.
Keith said authorities believe Phillips was responsible for the two children found outside. The family has no prior history with Texas child welfare officials, Crimmins said, but added that the agency was investigating a report that a home day care may have been operating at the address.
The brown townhouse had burglar bars covering the windows and posters obstructing the view inside.
Deputies arrived there after receiving a call just before midnight about a child crying for a long time, Keith said. The officers didn't get a response when they knocked on the front door, and when they looked in the backyard they discovered the two restrained children, who Keith said are believed to be brother and sister.

HOW WILL HE FEEL WHEN HE GROWS UP.?

How will this two year old child feel when he becomes a man, and be told that he accidentally killed his own mother at the age of two ,with her mothers own gun? This actually happened in America recently when a two year old child unbelted at the back of a car ,took a gun from the back seat , pulled the trigger and accidentally killed his own mother. Will this guilt be wiped away from this boys life ,though innocent?

SHOULD I TAKE MY FOUR CHILDREN TO MY WiDOWED MOTHER?

Dear Mummy Nonye, Please advise me and also tell the world to do so to me. I am twenty
six years now, and I am a widow with four children, all boys. I lost my husband two years ago , it has not been easy for me and my four boys since then. I was a complete house wife when my husband was alife. He had refused all pleas for me to further my education or learn any trade, he was truly making money and taking care of my children and my self. I did not finish my Junoir secondary one when I got married. I lacked nothing throughout our nine years of married life, until he became sick and died after spending all his savings. It was like taking someone on a journey, and abandoning her in the middle of a journey. No certificate to go and look for work, no known trade to fall back on.  Six months after the death of my husband, I was taken as a house made to work in the house of a MILLONAIR . I was very happy as at least I can eat three square meals a day again. I was given accommodation in that house with my children. They fed us and they paid my children's school fees. At the end of the month they give me four thousand Naira, of which I was very happy to receive then. Then five months ago, the worst happened and the MILLONAIR died . I was devastated . After his burial, I was asked by his children to vacate the house that there is no more job for me.  My question to you Mummy Nonye and the public is this ... Should I take these children to my mother   (1) to go and improve my self in Education or Trade. OR (2)  to go and look for a husband to Marry?  I honestly need your advice.  Thank you. Nnenna  okeoji.                                                                   (Note, I am already in contact with Nnenna Okeoji. You may also give her your candid advise.)

ROBBERY AND KIDNAPING ON THE INCREASE IN KADUNA.

Kaduna was known before for Religious and Ethnic uprising, and ofcause for a little robbery, but never has Kaduna experienced this wave of kidnap that is going on now. Both children and adults are being kidnapped almost every day. Last week witnessed series of children being kidnapped. Some were later found, while others are yet to be found. Yesterday , a woman who left her house  in sabo kaduna south for an early morning  daily market known  as Gombe market was kidnapped at gun point. She was later  found at Mando area of kaduna North after being robbed of all her money. In another development in the early hours of today, a little boy was rescued from the hands of kidnappers near station market kaduna. The boy was tied on his hands, legs and mouth like ghost going for slaughter when he was rescued from the kidnappers vehicle. What do we call all these?

THEY STOLE HER POT OF SOUP ON FIRE.

People in Angwan Sunday ,could not believe what they saw last week.  A woman who was making dinner for her family in front of her house ,went inside her room to get something , and within a twinkle of an eye, an unknown person had stollen her pot of soup boiling on fire. A search was immediately conducted in the neighborhood ,but to no avail. This is not the first time such incident is happening in kaduna. People steal both cooked and uncooked food these days. May God help His people.
